Public Administration in Ukraine in the Wartime Period

Abstract

Modernisation of public administration during the war and in the post-war period will help to adapt the public authorities to EU standards, create conditions for improving the quality and efficiency of public administration in line with European values and principles of democratic governance. The experience gained by Ukraine during the war clearly demonstrates a number of advantages of stimulating selforganisation of the population over centralisation of governance.
