State institutions as constituent elements of modern state policy

Abstract

In searching for a constructive model of its own public administration system, the emphasis was placed on the use of Western models of public administration, but at the transitional stage of the formation of a new system of socio-political structure of the state, they were ambiguously perceived by Ukrainian society. The result of this strategy was the creation of a hybrid system of administrative and public administration that is poorly responsive to the needs of Ukrainian society, where political risks and socio-economic dynamics are constantly changing.
